Lead Business Systems Analyst

PURPOSE OF THE POSITION

Evaluates, analyzes and synthesizes business functions and processes to develop and implement software applications/programs that support effective business systems solutions including those that provide overall process improvements.

Provide leadership over end to end process IT deliverables/multiple components.

ESSENTIAL FUNCTIONS

Knowledge of Business

Expert knowledge of health plan business, as well as related operational workflows.

Provides complex applications development and programming support for core operations.

Applies understanding of all aspects of application requirements and their relationship to business requirements.

Works closely with peers and effectively evaluate client's need and business processes.
Translate, communicate, and document the requirements to BRD's and FDD's.

Meet with decision makers, system owners, and end users to define business and operational requirements and system goals, and identify and resolve system issues.

Leads design sessions in prototyping new systems for the purpose of enhancing business processes, operations, and information process flow.

Coordinate and perform in-depth systems tests, including end-user reviews, for modified and new systems, and other post-implementation support

Demonstrates proficiency with the principles and methodologies of process improvement.
Applies these in the execution of responsibilities in support of a process focused approach.

Technology - Tools

Expert knowledge of Trizetto FACETS as well as SQL.

Collaborates with internal customers to gather and document operational and functional requirements, including business subject matter experts and other IS staff to specify requirements and translate them to well-designed software solutions.

Applies understanding, conceptually and technically, of the impact of modifications to systems in their entirety.

Develops and implements operating standards and procedures to ensure quality and integrity in data collection, input and reporting in automated and manual systems.

Ability to execute ad-hoc queries in support of various business functions.

Articulates complex ideas, issues and designs to varied audiences; communicates project objectives, scope and direction to project team.

Service Excellence

Compliant with all Core Process, Core Documentation, Service Delivery and Demand
Management metrics and standards. Develops and implements improvement plans that significantly enhance service. Delivers service innovation to improve service or lower cost.

Solicits, interprets, analyzes business requirements

Applies comprehensive understanding of all aspects of business requirements and their relationship to application requirements to provide advice and consultation to business units and project teams on effective solutions to complex business process challenges.

Provides functional assistance in determining root cause for production problems and supported applications.

Completes the development of written design documents, business process diagrams and other required forms

Establishes and maintains productive working relationships with peers and users, including effective collaborative problem solving, responsive communications and cordial interpersonal relationships.

Project Management

Ability to individually scope, implements strategic projects, lead project team and deliver on-time, on-budget while meeting business objectives.

Individual must work on a professional level using defined best practices and communicate status to stake holders.

Provides appropriate resource and level of effort estimations consistent with assigned project need and expected deliverables; supported by feasibility studies, expense analysis, cost projections, etc.

Provides technical assistance in the pursuit of identifying production
problems/enhancements

Researches and proposes effective and efficient solutions

Actively participates in the interpretation of business requirements

Provides direction to Programmer Analysts and Business Systems Analysts assigned to projects, as required.

Reviews work of assigned team members for structure, technique, maintainability, use of common routines, and standards. Identifies needed improvements and instructs team to
perform improvements as required.

Estimates the effort necessary to accomplish project tasks.

Conduct gap analysis between application and stated customer requirements and collaborate with the project team to estimate project impact.

Accounts for any variance between estimates and actual time required to complete project tasks

Responsible for the timely completion of all project tasks and the accurate tracking and reporting of project progress.

Recognizes the severity of potential project delays and escalates to management timely and effectively.

Performs other duties as necessary or assigned.

QUALIFICATIONS

Bachelor's Degree in Computer Science, Business Data Processing, Management Information Systems or related field.

Seven (7) plus years of experience in applications/software development and programming, required

Seven (7) plus years of experience in database design, implementation, and optimization preferred

Five (5) plus years of experience in interface design, system integration and implementation, required

Five (5) plus years of experience in a managed care or health insurance setting required, along with previous project leadership experience

TRIZETTO FACETS, as well as Microsoft SQL, required.

Advanced experience developing solutions for large and complex projects, required.

Must possess baseline credentials/certificates for applications. Ability to create database and system architecture.

Experience with data integration and conversion processes

Self-starter with ability to work independently or as part of a team

Excellent ability to analyze complex problems and identify and implement solutions.

Excellent ability to organize tasks and maintain project schedules

Strong interpersonal skills demonstrated by an ability to communicate with all levels of staff in a courteous, constructive, patient and informative manner.

Strong oral and writing skills characterized by the ability to communicate technical and non-technical information thoroughly and clearly to a range of reading and comprehension skill levels.

Strong Project Management skills.
