Job Description

Applications Development Manager

A. Principal Purpose of Position:

Manages and directs the day-to-day activities and operations of the Application Development, Web Development and Quality Assurance staff to maintain and improve existing custom software systems, public and internal web sites, reporting and ad-hoc facilities and builds new software systems to meet the needs of the business. Provides input into the selection and integration of external software applications into the applications universe.

B. Primary Responsibilities:

Reports to CTO.
Oversee and manage the application code base for software and website application development, maintenance and quality assurance.
Provide technical management and leadership of the development, website staff and Quality Assurance Analyst(s).
Daily interaction with the development team to facilitate efficient development of applications.
Complete planned application development projects within budget and schedule.
Prepares annual performance reviews and recommend salary increases for members of the software development, website and quality assurance groups; and has primary responsibility for recruiting and selecting candidates for those teams.
Regularly interacts with users, company-wide, to develop a thorough understanding of the users’ business needs.
Assists software development staff with projects and assignments as needed.
Manages assigned projects completely, including:

Planning

Progress tracking

Weekly communication with CTO

Risk management
Defines application support processes and procedures.
Defines and enforces development processes within Azure DevOps.
Coordinates the development-to-QA process:

Responsible for QA queue and priority of all custom applications development releases.

Responsible for release planning.

Designs and implements the QA process as it relates to development.

Responsible for reconciliation of all QA issues for custom applications.

Responsible for QA/UAT testing of any 3rd party applications.
Is responsible for all work performed by your direct reports.
Performs other duties as assigned.

C. Preferred Educational / Experiential Qualifications:

Bachelor’s degree (preferably in Computer Science).
Three or more years’ experience managing the development of applications by a team of programmers.
Three or more years’ experience performing and/or supervising software quality assurance activities.
Experience with project management software (Jira, Azure DevOps).
Technical competencies, as follows:
In-depth knowledge of Microsoft SQL Server.
Four or more years’ professional software development experience.
Four or more years’ experience using VB.NET, ASP.NET, C#.
Two or more years’ working knowledge of HTML, HTML5, and exposure to other internet technologies.
Two or more years working with Azure.
In-depth knowledge of Microsoft Windows operating systems.
